Minnesota Introduces Legislation to Establish Statewide Licensure

AMTA is excited to share the progress being made toward establishing licensure for massage therapy and Asian bodywork therapy in Minnesota. As of February 10, 2025, Senate File 1131 (SF 1131) was introduced and assigned to the Health and Human Services Committee. Additionally, Minnesota House File 362 (HF 362) has been introduced and referred to the Health Finance and Policy Committee. These bills mark a significant step toward mandatory licensing, aligning Minnesota with 45 states, Washington, D.C., and Puerto Rico.

AMTA is dedicated to promoting professional standards and advocating for fair licensing across all states. These legislative efforts help protect the credibility of our work, preserve the integrity of our profession, and ensure client safety. Licensure, along with proper training, is essential for recognizing massage therapy as a safe and effective form of healthcare that upholds both professional and ethical standards.

If enacted, this legislation could:

  • Reduce administrative and financial burdens for massage therapists
  • Establish qualifications for entry-level practitioners
  • Introduce standardized education requirements
  • Provide necessary uniformity for professional standards
  • Enhance practitioner and public safety
